The long-standing way of thinking as to whether or not something is reliable, or someone is reliable is different. If something is reliable then the tool, implement, or device is going to work, while that someone is a person you can count on that person to be available and capable when you need them. The ‘buy local, support local’ movements are ones that are well entrenched across Canada and it is indeed good if you can see to it the money stays in the local community and supports the people who live there.
